TeraWulf Partners With Fluor for Kentucky AI Data Center, Exits Bitcoin Mining
The company is partnering with Fluor for a 2028 facility as it pivots away from cryptocurrency mining to focus on high-demand AI infrastructure.
Digital infrastructure developer TeraWulf is shifting its long-term strategy away from cryptocurrency mining to focus entirely on artificial intelligence data centers, partnering with engineering firm Fluor to construct a new facility in Kentucky.
The Kentucky facility is expected to come online beginning in 2028. TeraWulf has hired Fluor to help construct the project, navigating what company leadership describes as a highly competitive environment for specialized construction resources.
### Labor and Construction Challenges
Building AI data centers remains a multi-year effort, with securing skilled labor and contractors emerging as a key execution challenge. According to Prager, obtaining these specialized workers and contractors represents a more significant hurdle than equipment procurement as hyperscale AI facilities become increasingly specialized.
This labor shortage comes as infrastructure developers race to build out capacity for artificial intelligence applications, which require highly customized physical infrastructure compared to traditional data storage facilities.
### The Shift Away From Bitcoin
The strategic pivot marks a clean break from TeraWulf’s origins. Prager stated that the company originally entered Bitcoin mining because it already owned power assets, and mining provided a flexible electricity customer.
However, Bitcoin’s commodity-driven revenue model did not provide the predictable, long-term cash flows the company prefers.
“We’re not involved in Bitcoin,” Prager said, describing AI infrastructure as a more natural fit for TeraWulf’s business model.
### Power Quality and Grid Constraints
Prager argued that the ongoing AI infrastructure boom is constrained primarily by power quality rather than available land. He warned investors that the United States faces a shortage of electricity, noting that “not all megawatts are created equally.”
For artificial intelligence customers, proximity to reliable power remains the most important requirement. Prager emphasized that successful AI campuses require a combination of reliable generation, redundant transmission, favorable regulation, and strong community relationships.
To address these requirements, TeraWulf focuses on redeveloping former industrial sites. Where necessary, the company also plans to add new power generation to support both AI facilities and the broader electric grid.

Unlike traditional data centers, AI facilities utilize high-density graphics processing units (GPUs) that require continuous, high-capacity power and advanced cooling systems, making access to robust, redundant electrical transmission lines a critical factor in site selection.
