This follows a previously rejected offer of less than €15 million, which was turned down by the Madrid-based club approximately one week ago.
Personal terms are already understood to have been agreed between Chelsea and the 27-year-old defender. In an effort to facilitate the transfer to Stamford Bridge, Chavarria has reportedly reduced his salary demands, signaling his desire to complete the move.

While Chelsea’s upcoming bid is expected to reach €25 million with add-ons, Rayo Vallecano may hold out for that figure as a guaranteed base fee. Rayo Vallecano president Raúl Martín Presa is personally managing the club-to-club discussions, making his approval critical to finalizing any agreement.
