Amazon Expands Drone Deliveries to Nearly 500 U.S. Cities Amid Regulatory Push

E-commerce giant plans sixfold footprint increase targeting tens of millions of customers by year-end

Amazon plans to expand its drone delivery footprint to nearly 500 U.S. cities and towns by the end of this year, pushing to fulfill an airborne delivery vision first laid out by founder Jeff Bezos on CBS’ 60 Minutes thirteen years ago. The e-commerce giant has spent the intervening years attempting to deliver on Bezos’ early promise of 30-minute package drop-offs.

The expansion announced Wednesday represents a sixfold increase in the company’s drone network footprint, bringing coverage to tens of millions of potential customers. The broad push follows years of operational delays and persistent industry skepticism over whether airborne deliveries could transcend niche status. Through this move, Amazon is reaffirming its commitment to turning Bezos’ 2013 operational forecast into a commercial reality.

New service locations include the metropolitan regions of Chicago, Syracuse, Cleveland, and Atlanta, though Amazon did not specify daily delivery targets or fleet sizes for each area. Eligible items are restricted to products weighing five pounds or less that fit inside a large shoebox, ordered via the Amazon app. Prime members receive free delivery on orders of $50 or more, while smaller Prime orders incur a $2.99 fee, and non-Prime members are charged $4.99 per delivery.

Amazon currently operates drone delivery in eleven markets, including San Antonio, Texas; Baton Rouge, Louisiana; and Kansas City, Kansas. Dispatched directly from fulfillment facilities, the aircraft can complete deliveries in as few as 30 minutes, according to company figures. However, operations remain constrained by a flight radius capped at roughly seven miles and a focus on suburban terrain designed to bypass urban density and architectural hazards.

Prime Air head David Carbon stated that the company has completed hundreds of thousands of aerial deliveries this year. While substantial, that volume constitutes a tiny fraction of Amazon’s total U.S. volume, which reaches nearly 20 million daily package deliveries according to market research firm ShipMatrix.

Competitors such as Walmart have similarly pursued drone logistics to shorten delivery windows and reduce dependence on ground transportation drivers. Across the sector, deployment timelines have faced continuous setbacks from regulatory approval processes, expensive hardware development, and local community pushback.

“It’s still clearly a work in progress, but they have a vision that this is one of the best ways to get things to people in less than 45 minutes,” said Josh Lowitz, co-founder of Consumer Intelligence Research Partners, a firm tracking Amazon Prime trends. Lowitz, who toured Amazon’s Prime Air drone laboratory in Seattle this week, noted that suburban deployment remains primary due to the 10-foot clear landing radius required for safe drop-offs.

“They’re working on battery technology and sound technology, trying to make it better and better. If the delivery range goes from seven miles to 15 miles, they could reach people in rural areas,” Lowitz said.

Regulatory challenges

Despite holding significant logistical advantages through its network of hundreds of fulfillment centers and capital resources, Amazon has confronted persistent execution hurdles. Securing certification from the Federal Aviation Administration has proven particularly difficult because existing FAA safety frameworks were built around traditional, human-piloted aircraft.

Low-altitude flight and residential backyard landings presented unprecedented regulatory territory, forcing Amazon to draft operational standards without pre-existing blueprints. Former employees told Fortune that the company initially treated Prime Air primarily as a technical hardware challenge rather than a regulatory compliance problem, understaffing the regulatory expertise required to navigate federal oversight.

In 2020, Amazon replaced project founder Gur Kimchi with former Boeing executive David Carbon, signalling a shift toward formal aviation compliance. However, former personnel noted that the transition triggered internal friction and significant staff turnover, briefly slowing development while Carbon restructured teams focused on autonomous flight systems and robotics engineering.

Technical and operational incidents continued to disrupt progress. In the fall of 2025, two Amazon delivery drones collided with a crane in Arizona, resulting in property damage and a fire, while in July a drone crashed into a residential garden during a delivery attempt in Darlington, UK.

Operations were also shuttered at early test locations in Lockeford, California, and College Station, Texas. While local communities voiced frustration over acoustic disturbance, Amazon maintained that drone noise profiles do not exceed those of an idling delivery truck, with a spokeswoman adding that subsequent Prime Air designs have yielded marked noise reductions.

Retail rival Walmart, partnering with Alphabet’s Wing, has accelerated its own aerial deployment, recently adding seven market regions with an objective to cover more than 40 million U.S. residents by 2027.

Industry scale remains heavily reliant on pending FAA regulations governing flights Beyond Visual Line of Sight (BVLOS). In recent regulatory filings, Amazon noted that low-altitude GPS signal degradation affects its aircraft, prompting formal requests for authorization to test dedicated wireless spectrum.

Commercial drone delivery operations across the United States have reached a critical juncture, as regulatory frameworks struggle to match technological advances. Beyond Visual Line of Sight approvals are widely regarded by aerospace analysts as the single necessary catalyst for operational profitability, allowing single operators to monitor multiple autonomous flights simultaneously without visual ground observers.

Human drivers vs. drones

Beyond fulfilling a long-standing corporate initiative, Amazon’s continued investment in autonomous delivery serves to protect its competitive lead in fulfillment speed—an imperative underscored by political pressure, such as New York Mayor Zohran Mamdani’s endorsement of legislation requiring delivery drivers to be classified as formal employees rather than independent contractors.

Fulfillment speed has served as a foundational driver for Amazon since introducing two-day shipping, with the company progressively shortening fulfillment windows through localized hub networks optimized for high-demand consumer goods.

Logistics consultancy MWPVL International reports that Amazon operates at least 65 dedicated sub-same-day facilities across the country alongside urban micro-hubs—some fitted with refrigeration units for cold-storage goods—to position inventory nearer to dense customer populations.

The company has refined fulfillment efficiency through artificial intelligence, automated robotics, and strategic inventory positioning, while relying heavily on on-demand gig drivers operating personal vehicles to execute rapid, localized point-to-point drop-offs that traditional delivery vans cannot comfortably accommodate.

Underpinning this capital-intensive logistics network is Amazon’s revenue engine: third-party merchant fees, which generate nearly a quarter of total corporate revenue, combined with recurring annual dues from over 200 million Prime subscribers paying $139 each. These reliable revenue streams provide the cash flow required to finance ambitious physical and technological logistics buildouts across urban and rural markets alike.
