AI Infrastructure Developer Nscale Hits $14.6B Valuation Amid Power and Bottleneck Challenges

Backed by Sheryl Sandberg and Nvidia, the London startup navigates power bottlenecks and shifting megadeals in its attempt to build Europe's AI computing layer.

European AI infrastructure developer Nscale has reached a $14.6 billion valuation following a $2 billion Series C funding round, positioning the two-year-old firm at the center of Europe’s push to build out regional computing capacity. The startup, which spun out of crypto-mining business Arkon Energy in 2024, has built a board featuring prominent tech executives, including former Meta chief operating officer Sheryl Sandberg, former UK Deputy Prime Minister Nick Clegg, and former Yahoo president Susan Decker.

Led by Chief Executive Officer Josh Payne, the London-based company operates as a “neocloud”—a specialized infrastructure provider that builds energy-focused data centers and rents specialized AI computing power to enterprises, research labs, and governments. To date, Nscale has raised nearly $4 billion from corporate investors including Dell, Nokia, and Nvidia.

To support its rapid physical expansion, Nscale has relied heavily on debt financing. The company has taken on a $1.4 billion loan secured by graphics processing units (GPUs) alongside a $790 million credit facility in Norway. Financial statements covering the firm’s initial seven-month operating period through December 2024 showed a $24 million net loss.

Nscale’s expansion comes as European policymakers express growing concern over the region’s lack of compute sovereignty. Data from research group Epoch AI reveals that as of May 2025, the European Union held less than 5% of global AI computing power, lagging far behind the United States’ 75% share and China’s 15%. However, efforts to construct new infrastructure across Europe are encountering severe power grid delays. Grid connection queues in major regional markets average seven to 10 years, extending up to 13 years in dense urban zones, while cities like Dublin, Frankfurt, and Amsterdam have implemented strict limits or temporary bans on new data center interconnections until 2030.

To mitigate grid constraints, Nscale utilizes a “federated” computing model managed by EMEA President Philippe Sachs and President of AI Infrastructure Nidhi Chappell, a former Microsoft executive. The strategy places high-volume training workloads in energy-abundant northern regions like Norway and Iceland, while keeping latency-sensitive or strictly regulated data within local borders like Germany and the UK.

Despite its fast growth, Nscale’s commercial commitments have faced disruption. The company was heavily involved in OpenAI’s global “Stargate” infrastructure plan, which outlined an 8,000-GPU deployment in the UK and a major campus in Narvik, Norway, in partnership with industrial group Aker. After OpenAI halted its UK expansion and stepped back from Norway due to elevated power expenses and regulatory friction, Google absorbed the UK capacity while Microsoft secured the Narvik site compute.

Physical construction timelines have also shifted. In Loughton, Essex, Nscale’s proposed sovereign AI supercomputer facility was delayed from 2026 to 2027 following equipment upgrades and pushback from local district council officials regarding grid demand. Meanwhile, in Norway, politicians from the left-wing Red Party have challenged the allocation of national hydroelectricity reserves to foreign-backed data centers over domestic industries.

Nvidia has played a central role in underwriting Nscale’s operational framework. Beyond strategic investments, Nvidia agreed to guarantee up to $860.3 million of Nscale’s lease obligations for a data center in Texas deployed for Microsoft, receiving stock purchase warrants in exchange.

With market analysts projecting worldwide AI data center infrastructure spend to approach $7 trillion by 2030, Nscale plans to launch projects in several additional European nations over the coming year, contribute to the EU’s AI gigafactory initiative, and widen its presence in North America and Asia-Pacific.
