US AI Lead Under Siege as China Bundles Tech Infrastructure Globally, Former Diplomat Warns
Former State Department official Keith Krach urges Washington to match Beijing's turnkey exports and expand domestic energy and chip capacity.
WASHINGTON — America’s shrinking advantage in Artificial Intelligence is rapidly shifting from algorithmic capability to a global infrastructure contest, as Chinese state-backed firms bundle silicon, cloud services, and wireless networks to lock foreign governments into Beijing’s technological ecosystem, former U.S. Under Secretary of State Keith Krach warned.
Speaking nearly a year after the Trump administration launched its “Winning the Race” national AI strategy in July 2025, which featured more than 90 federal actions to bolster domestic tech supremacy, Krach cautioned that Washington risks losing allied markets despite maintaining an edge in frontier research and private venture capital.
“America is still ahead, but we are not comfortably ahead,” Krach said, highlighting that while the U.S. retains superiority in advanced chips, cloud infrastructure, top universities, and entrepreneurial talent, China has gained rapid ground in patent filings, industrial deployment, research, robotics, and lower-cost open models.
Central to Beijing’s push is Huawei, which Krach characterized as a “vertically integrated delivery system” for technological and geopolitical influence. The Chinese technology giant offers foreign nations complete packages combining wireless networks, data centers, cloud services, AI chips, software, cybersecurity tools, and state financing in a single deal.
Once installed, those turnkey systems become costly, disruptive, and politically difficult to replace. “The real strategic asset is not the hardware,” Krach said. “It is long-term access to data, standards, software updates, technical dependencies, and government relationships.”
Krach, who serves as chairman of the Krach Institute for Tech Diplomacy at Purdue University and CEO of Freedom 250, argued that America must counter with a trusted full-stack alternative that performs better without compromising partner countries’ independence. He urged U.S. policymakers to measure success through new power generation, faster data-center construction, expanded semiconductor capacity, wider AI adoption, allied contracts, and technical talent acquisition.
“We are leading today, but the race will be won by the ecosystem the world chooses to build on,” Krach said, noting that foreign governments will select American platforms only if they are easy to finance, deploy, and scale.
“China’s advantage is [on a] coordinated scale,” Krach added. “America’s advantage is freedom, innovation, capital, entrepreneurship, and allies. Our task is to organize those strengths without destroying what makes them powerful.”
