Bend School Shooting: Armed Bystander Kills 16-Year-Old Gunman
A concealed-carry holder pursued the 16-year-old suspect into Silver Rail Elementary and ended the attack before police breached the building.

A licensed concealed-carry holder who pursued a shotgun-armed teenager into an Oregon elementary school on Thursday killed the attacker before police could breach the building, halting a rampage that had already left three children and one adult dead.
The intervention at Silver Rail Elementary in Bend, Oregon, underscores the razor-thin window between mass casualty events and their containment. Officers reached the campus within three minutes of the first 911 call, but the shooting ended only because a community member followed the 16-year-old suspect through the doors he had just shot open and engaged him directly. Federal law enforcement sources confirmed the bystander held a valid concealed handgun license, though Bend Police Chief Mike Krantz said investigators were still verifying details about the firearm used to stop the attack.
Krantz told reporters during an evening briefing that the suspect forced entry by firing a shotgun at the school’s locked exterior doors. The initial emergency call came at 12:59 p.m. from a motorist who reported being fired upon by someone carrying a long gun. Dispatchers received dozens of subsequent calls as the shooter moved inside. A full-officer alert went out at 1 p.m., lockdown orders were issued at 1:01 p.m., and the first patrol units arrived at 1:02 p.m. Moments later, an officer radioed that the civilian had already neutralized the threat.
Four victims died alongside the teenage suspect, who was a Bend resident. The children killed were ages 5, 8 and 11. A 7-year-old student and a 54-year-old teacher were transported to St. Charles Bend hospital with critical injuries. Investigators have not determined whether the shooter knew anyone at the school or had previously attended it.
Silver Rail serves kindergarten through fifth grade in the Bend-La Pine school district and enrolled 459 students during the 2024-2025 academic year. Oregon requires schools to implement comprehensive safety plans, including controlled access points and regular lockdown drills, under state education statutes updated after previous national tragedies. Despite those protocols, ballistic breaches of exterior glass or thin-gauge doors remain a persistent vulnerability in K-12 infrastructure nationwide, a challenge security engineers have struggled to solve without turning campuses into fortified structures.

Oregon operates under a shall-issue framework for concealed handgun licenses, meaning local sheriffs must grant permits to applicants who pass background checks and meet training requirements. Unlike states with permitless carry laws, Oregon maintains this licensing structure, which mandates fingerprinting and criminal history reviews. The rapid civilian response at Silver Rail will likely intensify ongoing legislative debates over armed bystander interventions in schools, a topic that has divided policymakers since similar incidents in Texas and Indiana in recent years where armed citizens confronted active shooters.

Local, state and federal agencies executed a room-by-room evacuation following the shooting. The FBI’s Portland field office deployed resources to assist the Deschutes County Sheriff’s Office, Redmond police, Oregon State Police and Bend police. Students and staff were bused to Journey Church for family reunification, a process that extended into the evening hours.

Gov. Tina Kotek acknowledged the emotional weight carried by the bystander who intervened, noting the heavy burden of such actions. Superintendent Steven Cook announced the cancellation of all Bend-La Pine classes, activities and athletic events for Friday. Crisis counselors were stationed at the Central Library to support students, families and district employees. Mayor Melanie Kebler scheduled a community vigil for Thursday night.

Every officer in the Bend Police Department completed a full day of active threat training at a local high school in August, according to Krantz. Law enforcement officials stated a heavy police presence would remain at the Silver Rail campus for several days while forensic teams process the scene. Authorities scheduled a follow-up news conference for Friday afternoon.
