Russia Issues Terrorism Charges and Arrest Warrant for Telegram Founder Pavel Durov
Russian security forces issue an international arrest warrant for Pavel Durov while his French criminal probe continues.
Russia’s Federal Security Service (FSB) has brought terrorism-related charges against Telegram founder Pavel Durov and issued an international arrest warrant for the tech billionaire, expanding his global legal challenges as a high-profile criminal investigation in France remains ongoing.
The announcement from Moscow adds significant legal pressure on the 40-year-old tech entrepreneur, who already faces strict judicial oversight in Western Europe. French authorities arrested Durov in August 2024 at Le Bourget airport near Paris as part of a broad probe into Telegram’s alleged refusal to cooperate with law enforcement regarding illegal content, including illicit transactions, organized crime, and drug trafficking on the platform.
Durov was granted release in France on a €5 million bail under conditions that require him to report regularly to police and prevent him from leaving French territory while magistrate judges examine preliminary charges of complicity in managing an online platform enabling illicit activities.
The new charges from the FSB represent a striking shift in Moscow’s stance toward Durov. After founding VKontakte, Russia’s largest social media platform, Durov left Russia in 2014 when he refused demands from state security services to surrender personal data belonging to Ukrainian protesters. Russian regulators subsequently attempted to block Telegram inside the country in 2018 after Durov refused to hand over encryption keys to the FSB, though authorities lifted the ban in 2020 when technical efforts to suppress the service proved unsuccessful.
Since the invasion of Ukraine in February 2022, Telegram has evolved into an essential communication tool for both sides of the conflict. The platform is extensively used by the Russian military, pro-war bloggers, government officials, and Ukrainian citizens. As reported by Reuters, French judicial proceedings against Durov raised immediate concerns among Russian defense officials and intelligence analysts regarding the potential exposure of encrypted battlefield communications.
French magistrate judges continue to investigate Telegram’s adherence to European Union digital compliance laws, while Russian law enforcement has placed Durov on an international wanted list over his alleged failure to prevent terror-related activities on the messaging app.
