Gates’ $1 Billion AI Bet Meets a Schoolroom Revolt
New York City pauses student-facing AI as the Gates Foundation backs tutoring tools for schools
NEW YORK — The Bill & Melinda Gates Foundation is preparing to direct hundreds of millions of dollars toward classroom AI as major school districts and cognitive scientists push back against the rapid digitization of childhood education. The widening divide pits the historic tech-optimism of major philanthropic organizations against concerns that a decades-long rush to place screens in front of students has compromised learning and cognitive development.
The foundation’s new $1 billion global pledge will support equitable artificial intelligence tools across agriculture, healthcare, and education. Of that amount, 40%, or $400 million, is designated for education, including AI tutoring software intended to individualize instruction in classrooms in the United States and abroad.
That education funding is part of a longer-term plan to help up to 10 million more Americans obtain “credentials of value,” including postsecondary degrees or professional certifications, by 2045. The year is also the target date for the Gates Foundation to spend down its entire multi-billion-dollar endowment and permanently close its operations.
The organization has already spent two decades intervening in U.S. public education. It poured billions into initiatives including the Common Core State Standards in the late 2000s and standardized-test-linked teacher evaluation systems in the 2010s. Teachers’ unions and local school boards often criticized those efforts for imposing top-down, corporate-style metrics on complex classroom environments.
New York City has now placed a direct limit on the latest technology push. On Sept. 2, Mayor Zohran Mamdani and Schools Chancellor Kamar Samuels announced a sweeping, one-year moratorium on student-facing generative AI across the nation’s largest public school system. The pause covers students from two-year-old kindergarten, or 2-K, through eighth grade and affects nearly 600,000 students—roughly two-thirds of the city school system.
“The tech industry wants us to believe that AI-powered early education is not only inevitable, but necessary,” Mamdani said in a statement accompanying the announcement. “We do not see it that way.” During the moratorium, city officials plan to examine the long-term cognitive, developmental, and privacy impacts of generative AI on young learners before deciding whether to permit it again in early-grade classrooms.
The New York policy comes after U.S. school districts spent an estimated $30 billion over 15 years replacing physical textbooks with personal laptops, Chromebooks, and tablets. The COVID-19 pandemic accelerated that transition, as federal Emergency Secondary School Relief (ESSER) funds gave districts billions of dollars to establish one-to-one student-to-device ratios. Standardized test scores have steadily declined among several student demographics during the same period that computerized testing and digital assignments became ubiquitous.
In written testimony submitted to the U.S. Senate Committee on Commerce earlier this year, neuroscientist Jared Cooney Horvath argued that the rapid shift to digital-first environments has produced measurable, negative cognitive consequences for Generation Z compared with previous generations. “Evidence indicates that indiscriminate digital expansion has weakened learning environments rather than strengthened them,” Horvath wrote. Cognitive research, he added, shows that reading from physical print promotes deeper comprehension and retention than reading from digital screens.
Questions also surround whether high-need schools can absorb advanced AI tools. Dora Palfi, CEO and co-founder of the edtech platform Imagi, warned that massive new AI funding could widen the educational disparities it is intended to address. “The schools this money is meant to reach are some of the least able to absorb it for its desired purpose,” Palfi said, noting that administrators in under-resourced schools frequently must address basic literacy and numeracy crises before integrating high-tech tools. Wealthier, higher-performing districts are better positioned to implement new technologies quickly, she said, so “the exact funding made to close a divide could end up widening it.”
Amy McBride, a teacher at Pepin Academies, a specialized public charter school for students with learning disabilities in Pasco County, Florida, said sophisticated software is ineffective without professional training and human infrastructure. “Handing a school an AI tool doesn’t mean teachers suddenly have the time, training, or support to use it well,” McBride said.
She cautioned that high-need students are especially vulnerable to being left behind by digital-first curriculums. “The students who need the most help may also need the most adult guidance in learning how to use AI effectively,” she said. “Technology can be a powerful equalizer, but only if we don’t mistake access to the technology for access to a great education.”
Salena Davis, a history teacher at the online Laurel Springs School, raised a separate concern about whether AI-generated lessons produce deep comprehension. Any initial test-score gains linked to AI tutoring, she warned, may be fleeting. “The improved outcomes may only be short-term in nature and are not genuinely demonstrating mastery-based learning,” Davis said.
Davis also said students without strong foundational knowledge are highly susceptible to “hallucinations,” or factual errors, generated by AI models. “They are not as well positioned to recognize when AI is inaccurate or incomplete, making them more willing to accept responses at face value,” she said.
Bill Gates, the co-founder of Microsoft and co-chair of the foundation, said the investment is intended to address a fundamental market failure. “Left to the market alone, the most capable tools will be built first for the people and institutions most able to pay for them—not necessarily for those who could benefit most,” he said in a statement.
A foundation spokesperson said the AI initiative will bypass traditional commercial rollouts by targeting high-poverty schools first. The plan calls for deploying the tools alongside comprehensive teacher training, subjecting them to rigorous evaluations by independent researchers, and scaling them only after their efficacy is proven. Internal strategy documents acknowledge that “too many tools have been adopted without evidence they work” and reiterate that human educators must “remain central” to the classroom.
Siobhan Casey, principal of Crimson Global Academy’s Greenwich Campus and a veteran educator of 21 years, uses AI to streamline administrative tasks and draft lesson plans. She said professional oversight remains non-negotiable. “I still need to check its accuracy, decide whether it supports the learning objective, and make sure it provides the right level of challenge for my students,” Casey said. “AI can support teacher expertise, but it cannot replace it.”
For McBride, using AI as an administrative assistant has freed crucial hours. The technology has helped her tailor explanations to individual students and automate materials creation rather than replace the human element. “The biggest change wasn’t that AI started doing the teaching,” McBride said. “It gave me more time to teach.”
