CJNG Cartel Leader ‘El R-1’ Arrested for Mayor’s Assassination and Livestreamed Influencer Murder

Mexican security forces have captured Ramón Ángel Álvarez Ayala, known as “El R-1,” the alleged leader of a highly violent cartel cell accused of orchestrating both the assassination of a crusading mayor and the livestreamed execution of a popular beauty influencer. Álvarez Ayala, who heads “Los Rs”—a wing of the powerful Jalisco New Generation Cartel (CJNG)—was arrested during a joint military and law enforcement operation and is now being held in a federal maximum-security facility.

The arrest has shed new light on the May 2025 murder of 23-year-old TikTok creator Valeria Márquez, who was shot to death in front of her followers while broadcasting live from her beauty salon in Zapopan, Jalisco. According to Mexican Security Secretary Omar García Harfuch, the hit was a domestic vendetta carried out at the request of Álvarez Ayala’s fugitive son, Francisco. After their romantic relationship ended, Francisco had repeatedly threatened Márquez before allegedly asking his cartel-boss father to execute her. A second suspect involved in the murder has already been detained by Jalisco authorities, while Francisco remains at large.

Beyond domestic violence, Álvarez Ayala is accused of financing and directing the November 2025 assassination of Carlos Manzo, the mayor of Uruapan. Manzo, an outspoken reformist who actively campaigned against local police corruption and cartel dominance in Michoacán, was gunned down during Day of the Dead celebrations. The assassination highlighted the extreme risks faced by local officials in Mexico, where cartels routinely target municipal leaders to secure territorial control. To date, Mexican authorities have arrested 31 individuals in connection with the mayor’s death.

“Los Rs” operates heavily in Apatzingán, Uruapan, and Morelia within the state of Michoacán, as well as in neighboring Jalisco—a strategic corridor for drug trafficking and agricultural extortion, particularly targeting local avocado and lime producers. Álvarez Ayala has been transferred to the Altiplano maximum-security prison in central Mexico, a facility famous for housing high-profile cartel kingpins, including former Sinaloa Cartel leader Joaquín “El Chapo” Guzmán. The CJNG, led by Nemesio Oseguera Cervantes (“El Mencho”), remains one of the world’s most heavily armed and aggressive transnational criminal organizations. In July, the U.S. Department of the Treasury imposed sanctions on over 50 CJNG-linked entities and individuals, reflecting the cartel’s extensive international reach and the high stakes of the Mexican government’s current crackdown.
