Egypt’s Old Rent Law: Final Deadline Approaches for Unit Inventory
Committees Race to Classify Residential Units by February 5th

The work of committees tasked with inventorying and classifying residential units under Egypt’s Old Rent Law is nearing its conclusion. The government approved an extension for these committees last November. Landlords and tenants are closely monitoring the outcomes. These results will determine new rental values.
Prime Minister Dr. Mostafa Madbouly issued a decision to extend the work period for these inventory committees. This extension applied to residential units rented under the landlord-tenant relationship law across all governorates. The three-month extension began on November 5th. The final deadline for completing the nationwide inventory of old rent units is February 5th.
Three Categories for Old Rent Areas
Article 3 of the Old Rent Law mandates the formation of committees in each governorate. The Governor issues a decision to establish these committees. They are responsible for dividing areas with rented residential units into three categories: distinguished, medium, and economic. This classification uses several key criteria.
These criteria include the geographical location and character of the area and street where the property stands. Committees also assess the building’s construction level, the quality of finishing materials, and the average unit area. Available utilities, such as water, electricity, gas, and telecommunications, form another criterion. The road network, transportation options, and access to health, social, and educational services are also considered. Finally, the annual rental value of built properties, as defined by Property Tax Law No. 196 of 2008, guides the classification.
The Prime Minister will issue a decision outlining the committees’ operational framework. These committees must complete their assigned tasks within the specified timeframe. The law allows for only one extension of this period.
After the inventory is complete, the Governor will issue a decision detailing the committees’ findings. This decision will be published in Al-Waqae’a Al-Masreya, Egypt’s Official Gazette.
