Egypt Advances Universal Health Insurance Rollout with Focus on Facility Upgrades

CAIRO – Egypt’s Cabinet Spokesperson, Mohamed El Homsany, announced on Tuesday, December 23, 2025, that the second phase of the Universal Health Insurance System will involve comprehensive and regulated development of health facilities and units. This initiative aims to elevate the standard of healthcare services provided to citizens.

Speaking in a phone interview with Extra News channel, El Homsany detailed that Prime Minister Dr. Mostafa Madbouly reviewed the executive status of the Universal Health Insurance System’s second phase during a meeting held yesterday. The meeting included a presentation of the needs for various governorates slated for inclusion in this phase. Health facilities and units are currently undergoing assessment to determine the necessary development required to meet the system’s standards.

El Homsany also noted that Alexandria Governorate will undergo evaluation to ascertain its potential inclusion in the second phase of the Universal Health Insurance System. He added that Prime Minister Madbouly directed the Ministry of Finance to allocate resources from the upcoming fiscal year’s budget for both the Universal Health Insurance System and the presidential “Decent Life” initiative.

The Cabinet Spokesperson emphasized the critical importance of digital transformation, ensuring all citizens’ health data is recorded within a comprehensive and governed system.
