Instead, nine of the world\u2019s 20 fastest-growing economies are now located in Africa, marking a significant shift in the global emerging market landscape.<\/p>\n<p>&#8220;African economies are responding positively to the shift from aid to trade,&#8221; Frank Garcia, Assistant Secretary for the Bureau of African Affairs, told Fox News Digital. This policy was underscored by a massive 83% reduction in USAID funding early last year\u2014a move that critics at the time warned would be catastrophic for nations like Ethiopia, South Sudan, and Malawi, which have historically been heavily dependent on foreign donors.<\/p>\n<p>However, the anticipated collapse failed to materialize. Anna Mahjar-Barducci, project director at the Middle East Media Research Institute (MEMRI), observed that the continent proved far more resilient than expected. She pointed to Ethiopia, which recently revised its 2026 growth forecasts upward despite the sharp reduction in U.S. funding.<\/p>\n<p>Projections from the International Monetary Fund (IMF) now suggest that sub-Saharan Africa will grow between 4.3% and 4.6% in 2026. (Toyin Adedokun\/AFP via Getty Images)<\/p>\n<p>&#8220;For decades, we were told that without international aid Africa would collapse,&#8221; Mahjar-Barducci said. &#8220;Now that aid is genuinely drying up, much of the continent is not only avoiding collapse\u2014it is accelerating.&#8221; She noted that this supports a long-standing school of African economic thought\u2014often associated with figures like Dambisa Moyo\u2014which argues that unconditional aid can stifle reform and entrench poverty by removing incentives for governance improvements.<\/p>\n<h3>Driving Private Investment<\/h3>\n<p>The current U.S. strategy treats African nations as &#8220;capable commercial partners&#8221; rather than charity recipients. Under this framework, U.S. embassies work directly with the private sector to identify and reform regulatory hurdles that constrain trade.<\/p>\n<p>The Bureau of African Affairs reports that 37 major commercial transactions have closed since the start of the current administration, representing a total value of $25.67 billion. Hundreds of additional deals are currently being brokered by embassies across the continent. The investment is concentrated in high-growth sectors: energy (24%), information and communications technology (ICT) (19%), and critical minerals and mining (11%). (Reuters\/Annabelle Gordon)<\/p>\n<p>The focus on critical minerals is particularly strategic, as Africa holds vast reserves of cobalt, lithium, and copper\u2014materials essential for the global transition to renewable energy and high-tech manufacturing. By securing these supply chains through commercial partnerships, the U.S. aims to counter the influence of other global powers, such as China, which has historically dominated African mining through state-backed infrastructure-for-resource swaps.<\/p>\n<h3>A New Approach to Global Health<\/h3>\n<p>The administration has also overhauled its approach to health assistance through the America First Global Health Strategy. A senior State Department official confirmed the signing of 34 bilateral health Memoranda of Understanding (MOU), totaling over $24 billion in funding. The goal, according to officials, is to build resilient healthcare systems while reducing long-term dependency on American taxpayers. This &#8220;country ownership&#8221; model has led to friction in some regions, most notably in South Africa.<\/p>\n<p>The U.S. has initiated a phased drawdown of PEPFAR (the President&#8217;s Emergency Plan for AIDS Relief) programming in South Africa. Despite the country having the world\u2019s highest HIV infection rate, U.S. officials cited a failure by the South African government to make progress on specific policy requests.<\/p>\n<p>&#8220;PEPFAR was never intended to be permanent,&#8221; a State Department official said, noting that South Africa is classified as a middle-income country and should be capable of sustaining its own health programs.
