He added that the law provides &#8220;clear legal protections for blockchain developers, miners, validators, entrepreneurs, and businesses building the next generation of financial technology.\u201d<\/p>\n<p>The legislative milestone builds on New Hampshire&#8217;s previous digital asset initiatives. In May 2025, Governor Ayotte signed a bill establishing a <a href=\"https:\/\/nile1.com\/en\/2026\/07\/07\/jurisdictional-dispute-clouds-future-of-trumps-strategic-bitcoin-reserve\/\" class=\"auto-internal-link\" title=\"Jurisdictional Dispute Clouds Future of Trump\u2019s Strategic Bitcoin Reserve\">Strategic Bitcoin Reserve<\/a>, making New Hampshire the first state in the nation to do so. Under that law, the state treasurer is permitted to invest up to 5% of public funds in the leading cryptocurrency, alongside precious metals such as gold and silver. At the time, Ammon described the reserve as \u201cone little way our state could hedge against inflation in the future.&#8221;<\/p>\n<p>With the passage of HB 639, Ammon declared that the state has enacted &#8220;one of the most comprehensive blockchain rights laws in the country,&#8221; signaling that &#8220;New Hampshire is open for blockchain business.&#8221;<\/p>\n<p>However, the state&#8217;s push toward cryptocurrency integration has met some institutional resistance.
