The shift is driven less by breakthrough capability than by the absence of guardrails that constrain Western alternatives.

Four distinct clusters tracked by TeamT5 illustrate the workflow change. Grimfengxi uses DeepSeek to generate exploit code. Huapi deployed it against a Taiwanese company’s email infrastructure. Teleboyi leveraged the model to harvest over 1,000 IP addresses and map a target’s domain structure. Slime22 went further, adding Anthropic’s Claude Code to impersonate a security engineer conducting penetration tests at a Taiwanese tech firm.

“DeepSeek is the AI chosen by Chinese hackers because it is relatively powerful and has very few cybersecurity barriers,” said Charles Li, TeamT5’s chief analyst. Western models are in high demand among the same operators, Li noted, but their stricter controls require substantially more effort to bypass.

The operational reality contradicts fears of fully autonomous AI-driven breaches. A Unit 42 investigation documented an attacker who built an autonomous agent on DeepSeek to scan for vulnerable software, pull exploit code from GitHub, and select targets without human input. The agent identified more than 25,000 exposed installations of the n8n automation platform in China, found three vulnerable versions, and failed to compromise any because all required authentication. Successful intrusions in that campaign came only from manual operations where operators extracted data and executed commands themselves.

Laboratory tests have shown AI models completing simulated attack chains, but those environments lack active monitoring, incident response, and other defensive layers present in production networks.

Anthropic complicated the picture in November 2025, disclosing that a Chinese state-backed group used Claude Code to automate 80 to 90 percent of an espionage campaign targeting roughly 30 organizations, though only a small fraction succeeded. The claim drew skepticism. Dan Tentler, founder of Phobos Group, said he refuses to believe attackers have coaxed these models into feats nobody else can replicate. Kevin Beaumont compared the current tooling to Metasploit, the exploit framework released in 2003 that similarly automated pieces of the kill chain without replacing human judgment.

The pattern so far: open models lower the friction for tasks operators already know how to perform. They have not yet closed the gap between scripted reasoning and reliable exploitation in defended environments.

Chinese state-linked hacking groups have made DeepSeek their primary AI tool, doubling operational tempo since adopting the open-weight model for routine tasks like reconnaissance, exploit coding, and lateral movement, according to Taiwanese research firm TeamT5.
