The intrusion is part of a vast cyberespionage campaign known as Salt Typhoon, which appears to have penetrated the ‘sanctuary’ of American institutions.

Reports from the Financial Times indicate Chinese secret services gained access to email systems belonging to staff members of the House Select Committee on China, along with aides on the foreign affairs, intelligence, and armed services committees. These intrusions were identified in December.

These attacks represent the latest evidence in an ongoing cyber campaign targeting U.S. communication networks, attributed to China’s Ministry of State Security (MSS), the country’s intelligence agency. An individual familiar with the attack stated it remains unclear whether the MSS accessed the email accounts of the lawmakers themselves.

Salt Typhoon Campaign

The MSS has operated the Salt Typhoon campaign for several years. Through this operation, China can potentially access unencrypted phone calls, text messages, and voice messages of nearly any American, and in some instances, gain access to email accounts.

Salt Typhoon has also intercepted calls from senior U.S. officials over the past two years. Senator Mark Warner, the leading Democrat on the Senate Intelligence Committee, expressed his concern in December, stating it was ‘inexplicable’ that Salt Typhoon does not receive more attention. ‘If you’re not using an encrypted device, they can target any of us,’ Warner said.

Jake Sullivan, former National Security Advisor to President Joe Biden, told the Financial Times last year, after leaving the White House, that U.S. telecommunications companies are ‘extremely vulnerable’ to Salt Typhoon. American telecom firms have done little to protect themselves from the campaign, citing the immense cost involved in bolstering network resilience. Senator Warner reiterated in December that U.S. networks are particularly susceptible because they were built during an era when cybersecurity was not a primary concern.

Chinese intelligence agencies reportedly breached email systems used by staff of powerful U.S. House of Representatives committees, marking one of the most concerning cyberespionage incidents in recent years.
