A disruption to Middle East aluminum production following Iranian drone strikes in March and the closure of the Strait of Hormuz<\/a> has exposed critical U.S. military supply chain vulnerabilities, leaving defense contractors scrambling to secure high-purity metal essential for fighter jets and armored vehicles.<\/p>\n

The supply crunch comes as the Pentagon races to replenish military stockpiles amid surging global defense spending. America effectively produces no high-purity aluminum domestically following the 2022 closure of Century Aluminum Co.\u2019s Hawesville, Kentucky smelter due to energy costs. Century Aluminum sold the facility earlier this year to TeraWulf Inc., which plans to construct an artificial intelligence data center for Anthropic.<\/p>\n

Major defense suppliers including Tennessee-based Kaiser Aluminum Corp., France\u2019s Constellium SE, and Apollo Global Management\u2019s Arconic Corp.\u2014the top three providers of ultra-refined aluminum to defense primes such as Lockheed Martin Corp. and Boeing Co.\u2014hinge on foreign shipments. Emirates Global Aluminium PJSC (EGA) serves as the dominant U.S. foreign supplier, shipping 75,000 to 85,000 metric tons annually.<\/p>\n

The United Arab Emirates provides about 90% of American imports of the ultra-refined metal, which possesses exceptionally low iron and silicon content necessary for fighter jets encountering aerodynamic forces. Although EGA\u2019s plant in the UAE has restarted following March strikes, returning to full capacity will take months, and U.S.-held stockpiles are running low.<\/p>\n

\u201cThis is a very specific type of aluminum product that is very much business to business, so it\u2019s not something that you can go and pick up from a distributor,\u201d Uday Patel, senior research manager for global aluminum markets at Wood Mackenzie, said in an interview. \u201cWe\u2019re in a situation where there is no solution. Much will depend on how much stocks are in the pipeline.\u201d<\/p>\n

The supply exposure was detailed in an unreleased analysis of a two-day Pentagon war game held in July of last year by the Institute for Defense Analyses. The exercise, involving 80 government officials and industry executives, simulated a 2027 combat scenario that curtailed U.S. aluminum imports alongside a simultaneous smelter outage from a cyberattack.<\/p>\n

Participants advised creating a domestic stockpile of high-purity aluminum, expanding domestic production capacity, and improving access to cheap energy by reopening coal-fired plants or building new nuclear and natural gas generators.<\/p>\n

The Defense Department\u2019s war game \u201cmakes clear that America\u2019s military readiness is inseparable from America\u2019s industrial readiness,\u201d Charles Johnson, chief executive officer of the Aluminum Association industry group, said in an emailed statement. Johnson urged the Senate to advance National Defense Authorization Act provisions requiring the Defense Department to submit a report analyzing U.S. production opportunities.<\/p>\n

The Gulf attacks highlight that facilities essential to Defense Department logistics face increasing risk, according to Bill Greenwalt, a senior fellow at the American Enterprise Institute and former Deputy Undersecretary of Defense for industrial policy during the George W. Bush administration.<\/p>\n

\u201cIt\u2019s a huge wake-up call for the department to be looking at supply chains in all areas around the world to ensure that they\u2019re not especially vulnerable to attack or sabotage,\u201d Greenwalt said.<\/p>\n

High-purity aluminum trades 5 to 10 cents a pound above the U.S. Midwest premium. In June, the Midwest premium surged to record highs in data going back to 2003 as war disruptions hit global shipping, though prices have since pared some gains.<\/p>\n

Policy efforts to revive domestic capacity have stalled. President Donald Trump\u2019s administration recently announced an incentive program offering to halve import duties for companies constructing domestic primary smelters. A White House proclamation acknowledged that despite \u201cthe benefits from the aluminum tariff regime, the domestic production and supply of primary aluminum, which is critical to the US economy and defense industrial base, is still in insufficient supply.\u201d<\/p>\n

The administration’s 50% tariffs have also driven up domestic prices, forcing manufacturers to minimize stockpiles and buy strictly for immediate needs.<\/p>\n

Direct procurement efforts have faced setbacks. The Pentagon\u2019s Defense Logistics Agency issued a tender last year requiring domestic sourcing for high-purity aluminum, only to withdraw it without explanation. Arconic produces high-purity metal at its Davenport, Iowa plant, but the facility relies partly on imported feedstock and produces small volumes solely for internal consumption.<\/p>\n

Pentagon leadership, including Deputy Secretary of Defense Stephen Feinberg, has sought greater visibility into sub-tier suppliers, while Treasury Secretary Scott Bessent called in late June for assessments of supply-chain chokepoints.<\/p>\n

However, tracking deep supply chains remains difficult. The Pentagon often lacks visibility into multi-tiered subcontractors, according to Michael O\u2019Hanlon, Philip H. Knight Chair in defense and strategy at the Brookings Institution. Invoking the Defense Production Act to prioritize military orders would force trade-offs elsewhere: \u201cIf you start prioritizing for the military, then you\u2019re going to deprioritize for somebody else,\u201d O\u2019Hanlon said.<\/p>\n

Eugene Gholz, associate professor of political science at the University of Notre Dame and former senior adviser for manufacturing policy at the Pentagon, noted metal remains obtainable at elevated cost or delay: \u201cIf the government really wants the high-purity aluminum, they\u2019re going to get it,\u201d Gholz said.<\/p>\n

Long-term re-shoring remains complex. Jerry McGinn, director of the Center for the Industrial Base at the Center for Strategic and International Studies, noted that market forces drove manufacturing abroad decades ago.<\/p>\n

\u201cThese markets migrated out of the U.S. in the \u201980s and \u201990s because of market forces,\u201d McGinn said. \u201cBringing them back is a hard thing to do.\u201d<\/p>\n

Spokespeople for the Defense Department, Constellium, and Arconic did not respond to requests for comment, while representatives for Kaiser Aluminum and Emirates Global Aluminium declined to comment.<\/p>\n
