Under a mandate issued by Governor Greg Abbott<\/a>, the Public Utility Commission of Texas<\/a> (PUCT) and primary grid manager Electric Reliability Council of Texas (ERCOT<\/a>) must evaluate the financial standing, corporate ownership, anticipated power requirements, and water consumption of any planned data center before approving grid connection access. Developers must also outline specific proposals to minimize disruption to local communities.<\/p>\n The heightened oversight comes as ERCOT reviews more than 474 gigawatts of new grid interconnection requests. Officials reported that over 90 percent of those requests originate from proposed data centers<\/a>, with the governor’s office warning that “unprecedented load growth could endanger the reliability and stability of the Texas electric grid.”<\/p>\n Texas currently hosts 521 operational data centers, according to industry statistics, ranking second in the nation behind Virginia. Because the state’s main electrical grid operates independently from interconnected national networks, rapid additions of energy-intensive server operations present direct operational risks during periods of peak demand.<\/p>\n The directive in Texas aligns with a broader national trend, as municipalities, state governments, and federal regulators enact stricter controls or outright moratoriums on industrial data infrastructure due to mounting pressure on public power systems and municipal water supplies.<\/p>\n
