Hatzius warned that this communication vacuum risks causing monetary policy to lag behind economic realities, potentially destabilizing financial conditions and triggering unnecessary spikes in borrowing costs.<\/p>\n<p>Forward guidance emerged as a cornerstone of central banking following the 2008 global financial crisis, designed to lower long-term borrowing costs and stabilize investor expectations when short-term interest rates approached zero. The central bank formally institutionalized its 2% inflation target using the Personal Consumption Expenditures price index in 2012 to provide an explicit baseline for monetary policy decisions. Siegel noted that the Fed chairman\u2019s recent presentation &#8220;fell well short&#8221; of explaining the framework behind upcoming decisions.<\/p>\n<p>Hatzius further cautioned that if the Fed chairman refrains from distilling committee sentiment into a cohesive message, financial markets will naturally anchor on peripheral Fed officials.
