This defense integration rests upon American dominance over foundational AI hardware, led by Nvidia’s control of approximately 85 percent of the global graphics processing unit (GPU) market. Nvidia’s proprietary CUDA software layer serves as the primary development architecture worldwide, effectively locking developers into a U.S.-centered ecosystem that links hardware suppliers like Broadcom to cloud hyperscalers Google Cloud, AWS, and Microsoft Azure.<\/p>\n

Meta<\/a> is developing a $10 billion, 40,000-kilometer around-the-world subsea cable network, while Google is investing over $1 billion in its Pacific Connect Initiative to link Japan with the South Pacific. U.S. regulators maintain strict authority over these routes; in 2020, federal authorities blocked the Hong Kong leg of the Pacific Light Cable Network jointly backed by Google and Meta over Chinese national security risks, stranding 13,000 kilometers of laid ocean cable.<\/p>\n

Undersea pipeline control limits non-U.S. developers, as Chinese AI entities\u2014including DeepSeek<\/a>, z.ai, and Moonshot\u2014remain dependent on American subsea lines when scraping global training data or serving external API requests for models like DeepSeek V4 or Moonshot’s Kimi K3. Simultaneously, legal tools such as the U.S. CLOUD Act require American-headquartered cloud providers to furnish user prompts, system response logs, and technical telemetry stored in foreign data centers directly to U.S. authorities upon legal request.<\/p>\n
