The mandatory verification policy in Roseville highlights a critical operational vulnerability in jurisdictions where automated alerts trigger immediate traffic stops. For example, the Los Angeles Police Department chose not to renew its contract with Flock following an audit that revealed 161 innocent individuals were stopped by law enforcement within a single two-month span. Investigators traced those incidents to stale or erroneous data fed into the surveillance network from external municipal databases. According to civil liberties advocates at the Electronic Frontier Foundation<\/a>, automated plate readers present severe Fourth Amendment concerns when algorithmic errors lead to armed police encounters without reasonable suspicion.<\/p>\n

Flock currently operates across approximately 6,000 American communities, processing an estimated 20 billion vehicle scans monthly. Beyond vehicle recognition, the software enables law enforcement users to query historical movement data using broad descriptions and run searches on individuals traveling on foot. The system’s expansive reach has also exposed severe security and oversight challenges: multiple audits across various departments have documented law enforcement personnel unlawfully accessing the centralized database to monitor ex-partners or track individuals without legitimate law enforcement purpose.<\/p>\n
