The high court’s ruling required the federal government to return tens of billions of dollars in duties collected from commercial importers.

Under Amazon’s reimbursement framework, affected shoppers will be contacted directly and issued automatic refunds without filing a claim, provided the company can establish a direct line between an import duty and the final price paid by the customer. Money that cannot be traced to specific purchases will be used to subsidize lower platform prices, mirroring approaches adopted by other major retail operators.

The disclosure follows mounting legal pressure in federal court. In May, consumers filed a class-action lawsuit in Seattle alleging Amazon refrained from seeking tariff refunds to “curry favor” with the Trump administration while passing duty-inflated costs along to platform buyers.

Despite Amazon’s massive commercial footprint, the $600 million recovery fell below initial expectations. Olsavsky explained that the total was limited because Amazon aggressively prepositioned inventory ahead of tariff deadlines and because the retailer is not the designated importer of record for most items offered on its platform.

Third-party merchants account for more than 60% of all physical goods sold on Amazon’s marketplace. Because these independent suppliers import their own inventory and pay customs duties directly, they must submit separate refund applications to U.S. Customs and Border Protection.

The emergency tariffs created friction across Amazon’s merchant ecosystem earlier this year. As prepositioned, pre-tariff inventory ran out last fall, sellers faced rising wholesale costs. Some merchants who attempted to pass duty expenses on to shoppers reported that Amazon penalized their listings by removing the primary “Add to Cart” button, though the platform later eased these enforcement measures.

Handling tariff fluctuations remains a challenge across the broader trade sector, where operating margins in retail typically hover in the mid-single digits. Amazon CEO Andy Jassy noted in January that sustained 10% cost increases leave limited room for absorption, making eventual price adjustments across online marketplaces virtually unavoidable.

The government’s total repayment burden continues to expand. According to a Reuters report citing customs data, the U.S. Treasury disbursed $49.2 billion in tariff refunds in June alone, up from roughly $22 billion in May. The combined May and June payouts represent about 42% of the estimated $166 billion in total IEEPA duties owed to commercial importers.

The Trump administration has challenged the scope of the court-ordered repayments, arguing in recent legal filings that federal judges overstepped their authority by mandating universal refunds to all eligible importers.

Other corporate importers are handling their duty returns differently. Walmart announced it would prioritize using refund proceeds to fund general price cuts across its stores, while Costco plans to pass at least part of its cash recovery to shoppers under a timeline that remains undetermined. Apple disclosed on Thursday that its third-quarter earnings per share received an 11-cent boost directly from returned tariff duties.

Read also:

Chadwick Boseman’s Estate Faces Court Dispute as Brothers Seek Widow’s Removal

Mattress Dimensions Guide: Choosing Between Queen, King, and Specialty Sizes

Behind New York City’s Non-Primary Residence Tax: Data Confusion, Scope Realities, and Policy Comparisons

Amazon received approximately $600 million in federal tariff refunds during the second quarter and will automatically reimburse a select group of shoppers, Chief Financial Officer Brian Olsavsky announced during the company’s earnings call on Thursday evening.
