The European Commission<\/a> enforces its highest operational requirements on services that cross the threshold of 45 million monthly active users within the 27-member union\u2014a benchmark representing roughly 10 percent of the EU population. Recent user metrics published by both OpenAI and Roblox indicate that their active European audiences easily surpass this requirement. Commission spokesperson Thomas Regnier acknowledged that the formal inclusion of both platforms was definitely possible and could materialize in the near future, following reports that official designation decisions could arrive as early as August.<\/p>\n

Crucially, platforms in this regulatory tier are obligated to offer users a content recommendation mechanism that does not rely on personal profiling. They must also undergo annual independent audits, report suspected criminal offenses to law enforcement, and grant vetted academic researchers access to platform data.<\/p>\n

Failure to meet these obligations carries substantial financial exposure. The law empowers European regulators to impose punitive fines reaching up to 6% of a company’s global annual revenue. The real-world weight of this framework was demonstrated when X faced a \u20ac120 million penalty for infractions concerning ad transparency, researcher data access, and deceptive user verification systems.<\/p>\n

For Roblox, the heightened European oversight arrives amidst growing international scrutiny surrounding platform safety for young users. The gaming platform has faced severe legal pressure in several US jurisdictions, including lawsuits from Texas and Louisiana alleging inadequate protections against online predators. In response to mounting criticism, Roblox has introduced selfie-based age checks, age-restricted chat environments, and open-source artificial intelligence safety tools designed to detect potential child exploitation.<\/p>\n

OpenAI is navigating its own set of rising legal and regulatory hurdles as ChatGPT’s global user base rapidly expands.
