A substantial portion of this budget targets young demographics who rely on algorithmic feeds for product discovery. In the United Kingdom, where ministers have outlined plans to bar under-16s from social platforms, market analysts at eMarketer project that brands could divert up to £1.3 billion ($1.7 billion) away from digital ad channels. Audience data from research firm GWI shows that 54 percent of British youth aged 12 to 15 discover items they want to buy through social networks, while nearly a quarter watch unboxing or review videos weekly.

The shift exposes major consumer sectors—particularly fashion, beauty, toys, fast-moving consumer goods, and entertainment—that have spent years increasing their reliance on creator-led content. Global conglomerate Unilever currently directs half of its total marketing budget toward social media and influencer channels, while beauty giant L’Oréal has pivoted heavily away from traditional channels toward creator networks such as its Beauty Squad initiative. Similarly, toy manufacturer Lego has concentrated a vast share of its youth marketing directly on video platforms including TikTok and YouTube.

Beyond France’s immediate rollout, European Commission President Ursula von der Leyen has expressed support for EU-wide age restrictions. Meanwhile, ten member states—including Spain, Portugal, Greece, and Sweden—are drafting their own national legal prohibitions. In the United Kingdom, implementation is slated for spring 2027, though lawmakers are already evaluating additional controls. After observing teenagers in Australia bypass similar restrictions using virtual private networks, British regulators are reviewing potential age checks on VPN access.

Rather than slashing promotional budgets, industry leaders expect companies to redistribute capital into alternative channels. Marketers are testing direct communication platforms, streaming services, gaming environments, podcasts, and retail media networks. Dove, a brand under Unilever, is currently experimenting with Substack and WhatsApp to maintain audience connections outside algorithmic social feeds.

However, trade groups urge caution regarding direct messaging alternatives. Rachel Aldighieri, chief executive of the UK Data & Marketing Association, noted that strict data privacy legal frameworks—including the UK General Data Protection Regulation, the Privacy and Electronic Communications Regulations, and the Children’s Code—apply equally to messaging applications. Consequently, direct messaging does not represent a regulatory workaround for targeting underage consumers.

The broader landscape of product discovery is simultaneously undergoing a technological shift. Research conducted by consultancy Capgemini indicates that 58 percent of consumers have substituted conventional search engines with generative artificial intelligence tools for product recommendations. Agency strategists, such as Dinosaur social lead Stephen Taylor, anticipate this behavioral transition will accelerate as users turn directly to AI assistants rather than scrolling through social channels. Taylor also points out that influencer strategies are pivoting away from high-reach viral pushes toward long-term partnerships measured by sales conversions and customer retention.

The impending regulatory barriers arrive during an operational slowdown for major tech platforms. Snap Incorporated experienced a decline of one million daily active users across the European Union between the fourth quarter of 2025 and the first quarter of 2026, following a global contraction from 477 million to 474 million daily users in the preceding period.

Snap’s president for Europe, the Middle East, and Africa, Ronan Harris, expressed concerns over vague legislative definitions and rapid implementation schedules. Harris stated that roughly 80 percent of Snapchat’s global audience is over 18 years old, arguing that the platform is primarily used for direct communication among close contacts rather than passive content consumption. He warned that broad legal prohibitions risk pushing younger users toward unmonitored sectors of the internet.

Read also:

The Return of Movie Monoculture: How Scarcity and Gen Z are Driving a $10 Billion Box Office Surge

Apple Reaches Historic $5 Trillion Market Cap as Valuation Surges Past Tech Rivals

How Ikea Turned AI Automation Into a €1.25 Billion Human Sales Engine

A regulatory wave across Europe restricting adolescents from accessing social media is forcing consumer brands to completely re-evaluate how they market to younger generations.
