While global diplomatic efforts remain focused on conflicts across Eastern Europe and the Middle East, Sudan has devolved into the planet’s severe humanitarian and displacement crisis. More than 14 million people have been forced from their homes since hostilities erupted in April 2023, leaving nearly 34 million citizens\u2014representing 10 percent of all global humanitarian needs\u2014in urgent need of life-saving aid.<\/p>\n

International aid agencies warn that the conflict has expanded beyond a domestic power struggle into a volatile regional war involving neighboring Horn of Africa states and Middle Eastern powers. Despite the unprecedented magnitude of the suffering, high-level international intervention has largely stalled.<\/p>\n

Alan Boswell, Project Director for the Horn of Africa at the International Crisis Group, observed that world leaders continue to relegate the conflict to lower-level envoys, an approach he characterized as consistently failing to alter the trajectory on the ground.<\/p>\n

Warnings regarding Sudan’s descent into structural collapse have gone unheeded for three years, according to Richard Data, Country Director at the International Rescue Committee<\/a>. United Nations<\/a> metrics indicate that 19.5 million people currently face acute hunger, while 4.5 million refugees have fled across Sudan’s borders to escape spiraling violence.<\/p>\n

The core of the military conflict pits the Sudanese Armed Forces (SAF), commanded by Gen. Abdel Fattah al-Burhan, against the paramilitary Rapid Support Forces (RSF), led by Gen. Mohamed Hamdan Dagalo, commonly known as “Hemedti.” The two commanders previously formed a junta that ousted longtime autocratic president Omar al-Bashir in 2019, before executing a second coup in 2021 to disrupt Sudan’s transition toward civilian governance. Tensions over the integration of the RSF into the regular army ultimately triggered full-scale warfare in April 2023.<\/p>\n

Both warring factions face documented accusations of systemic war crimes, execution of non-combatants, torture, and arbitrary detentions. United Nations investigators reported in September 2025 that both the SAF and RSF have systematically targeted civilians suspected of sympathizing with opposing forces.<\/p>\n

International scrutiny has also escalated over the military’s conduct, with the United States issuing sanctions against the SAF following allegations that regular army forces utilized chemical weapons during 2024 engagements in violation of the Chemical Weapons Convention. Authorities in Port Sudan have denied these allegations.<\/p>\n

In the western Darfur region, the RSF has driven a catastrophic campaign of targeted violence. Following the paramilitary group’s capture of El Fasher in October 2025\u2014which resulted in the slaughter of over 6,000 people during its initial siege\u2014reports of ethnically motivated atrocities have multiplied.<\/p>\n

A July investigation by the United Nations High Commissioner for Human Rights detailed widespread sexual violence by RSF fighters, including gang rapes of women and girls as young as 12. Investigators documented systematic abductions where victims were beaten, bound, and driven away in off-road vehicles. Human rights monitors noted that the paramilitary group’s actions satisfy key legal elements of genocide, including the deliberate infliction of conditions meant to bring about the destruction of specific ethnic groups.<\/p>\n

In North Kordofan state, the city of El-Obeid has become a primary focal point for the escalating starvation crisis, where more than 100,000 internally displaced persons are concentrated in makeshift camps. Abdallah Alwardat, Sudan Country Director for the World Food Programme, emphasized that humanitarian organizations are urgently working to scale up assistance operations beyond current capacity limits as starvation continues to spread across regional supply corridors.<\/p>\n
