Egypt Court Resumes Trial of 89 in ‘Administrative Structure Cell’ Terrorism Case

89 Defendants Face Charges of Leading, Joining Terror Group and Financing Terrorism

The First Terrorism Circuit in Badr, presided over by Counselor Mohamed El-Said El-Sherbiny, is set to resume proceedings today, Tuesday, December 23, 2025, for 89 defendants in case number 1290 of 2024, known as the “Administrative Structure Cell” case, filed with the Fifth Settlement Felonies Court.

According to the referral order, the first four defendants are accused of leading a group between 2013 and 2024. This group’s stated purpose was to disrupt public order, endanger community safety, and undermine constitutional and legal provisions. Prosecutors allege the group also sought to prevent state institutions and public authorities from performing their duties, infringe upon citizens’ personal freedoms, and harm national unity and social peace.

The referral further detailed that defendants five through to the last joined the aforementioned group, fully aware of its objectives and the methods employed to achieve them. All 89 defendants collectively face charges of financing terrorism.
